This is a registory editor and what it basically does is to change the registry values

Windows stores the password in SAM(security accounts manager) files which are a part of windows registry and cannot be acessed by users. What this utility does is boot off your o.s and acess these files and change the values according to your wishes. Tempting isnt it???
Once you have downloaded it,burn the iso image on a disk and
then boot from it.
